Do you have to steam clean the carpets when you move out in BC?

If you’re renting, usually yes. If you’ve rented for a year or more, or you had a pet or smoked in the unit, BC’s rules expect you to steam clean or shampoo the carpets before you hand back the keys. Below is what the rule says and how to handle it. If you own your home, scroll down to the section for sellers, buyers and landlords.

What the BC rule actually says

The Residential Tenancy Branch publishes policy guidelines that arbitrators use when landlords and tenants disagree. Policy Guideline 1 (last updated July 2025) covers who cleans what. On carpets, it says:

  • At the start of a tenancy, the landlord is expected to give you clean carpets in a reasonable state of repair.
  • During the tenancy, you’re responsible for periodic cleaning to keep them reasonably clean.
  • At the end of a tenancy of one year or more, the tenant will generally be held responsible for steam cleaning or shampooing the carpets.
  • If you’ve deliberately or carelessly stained the carpet, you’re responsible for cleaning it, however long you’ve lived there.
  • If you or anyone living with you had pets that weren’t caged, or smoked in the unit, you may be expected to steam clean or shampoo the carpets, however long the tenancy was.

When it’s on you

Your situationDo you need to steam clean?
Lived there a year or moreGenerally yes
Had a dog or catYes, even if it was less than a year
Smoked insideYes, even if it was less than a year
Spilled something and left a stainYes, for that stain at least
Under a year, no pets, no smoking, no stainsUsually not, but check your tenancy agreement

The guideline describes what arbitrators generally expect. It isn’t a law that overrides everything else. Read your tenancy agreement too, and if you’re in a dispute, the Residential Tenancy Branch is the place to ask.

Why “steam cleaning” matters

A rented carpet shampooer from the grocery store leaves a lot of water and soap in the carpet, and that soap attracts dirt again within weeks. Professional steam cleaning, which the trade calls hot water extraction, rinses the carpet with hot water and pulls almost all of it back out. We use a truck-mounted unit that stays parked outside, so the strongest suction and heat stay in the van and only the hose comes inside.

The other difference is proof. When we’re done, you get a dated invoice listing what was cleaned. That’s what most landlords and property managers ask to see at the move-out inspection.

How to time it

  1. Book a week or two ahead if you’re moving on the 30th, 31st or 1st. End-of-month slots fill first.
  2. Clean after the furniture is out. An empty unit is faster to clean, and nothing hides the traffic lanes.
  3. Leave 3 to 6 hours to dry before the walkthrough. Open windows and run the fans to speed it up.
  4. Tell us about pets. Pet accidents need a pre-treatment, and it’s much easier to plan for than to find on the day.
  5. Keep your invoice with your move-out photos.

What happens to your deposit

In BC, a landlord can only keep part of your security deposit if you agree in writing or if the Residential Tenancy Branch orders it. A dated invoice for professional carpet cleaning, plus photos of the clean carpets, removes the most common reason for a carpet deduction before it comes up.

Selling, buying or between tenants

The BC rule only covers renters, but a professional clean at moving time makes sense whoever you are.

  • Selling: clean carpets and couches photograph better and smell fresher at showings. Book the clean after the stager is done and before the photographer arrives.
  • Buying: the best time to clean is before your furniture arrives, when every square foot is open and nothing needs moving.
  • Landlords and property managers: the guideline says you’re expected to hand the next tenant clean carpets. A clean between tenants does that, and it gives you a dated record if there’s ever a dispute. We can invoice the management company directly.

Common questions

Can my landlord make me use a specific company? The guideline is about the carpets being cleaned, not who cleans them. Check your tenancy agreement, and keep the invoice either way.

I lived there 8 months and had a cat. Do I still need to? The guideline says tenants with uncaged pets may be expected to steam clean regardless of how long the tenancy was. Plan on it.

Do you do landlords too? Yes. We turn units over between tenants and can invoice property managers directly.

This post explains a public BC guideline in plain language. It isn’t legal advice.
